There’s no such thing as ‘must be’. There’s only as much as the member states will put up with. If the cost exceeds the value, it will get changed, along with any rules that supposedly prevent it. The only thing the rules do is set a higher cost.

I’m betting a mechanism could be created. It hasn’t happened because Germany and France don’t want it to, yet. That could change.
A little bit noisy, but it really depends on a lot of factors. Firmware and controller board can make a difference in stepper noise, as well as age and friction. If it’s a new printer, check that your firmware is updated, and all your bearings are moving free and smooth. As long as that’s all up to spec, rock on till something doesn’t print.
To this day I still swear the only time I’ve heard a cat laugh, was one of my cats seeing the other run head first into a wall chasing a laser pointer. I distinctly heard her chuckle.

There’s a whole list of problems with factory farms, at the same time though, food shortages are worse. The US has proven they’re more than happy to create and sustain a genocidal famine. And even if not that severe, the trade war alone is reason enough to make sure you’re producing enough food.
They need to be spending like they might have to face the US, Russia, and China at the same time.
Looks like my Ubuntu machine won’t be running Ubuntu for much longer.
