You’ll want studded tyres to cycle in icy conditions. But yeah, there is no requirement to always cycle. Having it as a viable option is great though.

The problem would then only be if they take a test made in a specific place with narrow paths and much traffic and apply it to all bikes everywhere.

For once the Italians have a reasonable rule that using bike lanes is mandatory only if they are not shared with pedestrians. Now to get them to stop walking on the separated bike paths…
